[Projects] Launch of the e-ASIA Joint Research Program

2nd e-ASIA Joint Research Forum
Following the 1st e-ASIA Joint Research Forum, the Department of International Affairs, JST, held the 2nd Forum in Tokyo on October 5 and 6, 2011. There were participants from 14 nations in the East Asia regions including 9 countries from ASEAN member states, Australia, the People’s Republic of China, Japan, the Republic of Korea, the United States of America, as well as one international organization (the ASEAN Secretariat). The objective of this second e-ASIA Joint Research Forum was to discuss practical issues such as the content and form of agreement document for launching the East Asia Science and Innovation Area Joint Research Program (the e-ASIA JRP) and cooperation fields/ areas of mutual interest in order to promote actual collaboration.



On the following day of the 2nd Forum, “Science Talk” was held and five groups consisted by interested experts from participating countries discussed specific topics of collaboration and research team compositions of potential joint projects in the fields of Biomass, Nanotechnology/ Materials, Plant Science, Disaster Prevention and Infectious Diseases. These five fields are considered as prominent candidate fields of cooperation.

Establishing the Framework
As a result of the 2nd Forum, JST developed the formula of ”Letter of Intent (LoI)” containing the essential component for establishing the e-ASIA JRP framework and asked prospective members to sign and sent it to JST as depository. For now, the following 8 organizations from 7 countries including Japan submitted or showed the intention to submit the LoI.

- The Ministry of Science and Technology, Vietnam (MOST)
- National Science and Technology Development Agency, Thailand (NSTDA)
- The Ministry for Research and Technology, Indonesia (RISTEK)
- The Ministry of Health, Lao PDR (MOH)
- The Ministry of Science and Technology, Lao PDR (MOST)
- Department of Science and Technology, the Philippines (DOST)
- The Ministry of Science and Technology, Myanmar (MOST)
- The Ministry of Education, Culture, Sports, Science and Technology, Japan (MEXT)

For the next step, the Board, composed of representatives from membership countries, will be organized to decide details of the program operations. The 1st Board Meeting is planned to be held on June 28th 2012 in Singapore and the e-ASIA JRP will be formally inaugurated on that day. In the meantime, interested members will launch the joint call for proposals under the fields discussed in the Science Talks as “Pilot Joint Call for proposals.”

Pilot Joint Calls and Tentative Secretariat Office Coming Soon
At this moment, 2 Pilot Joint Calls (Nanotechnology/ Materials and Biomass/ Plant Science) are in preparation and to be launched soon.

Concurrently, the tentative Secretariat office will be set up soon in Biopolis, Singapore. Until the establishment of formal Secretariat, JST will play a role of operating the tentative Secretariat office. Membership countries’ contribution to the Secretariat, especially hosting the Secretariat, is highly welcomed.

Last but not least, the e-ASIA Joint Research Program was mentioned and welcomed at the 6th East Asia Summit as stated in the Chairman’s summary:
“We welcomed Japan’s initiative for implementing the e-ASIA Joint Research program/ multilateral joint research program under the concept of “East Asia Science & Innovation Area”.
