[Projects] International Joint Research in the Field of Natural Disaster Prevention by Science and Technology Research Partnership for Sustainable Development (SATREPS)

1. Introduction
In recent years, natural disasters, caused by global warming and others, have been reported in various parts of the world. In addition, the massive earthquake which recently hit Japan gave a significant impact on many countries. These phenomena lead disaster prevention/mitigation to a major issue throughout the world. On the other hand, as the global economy stagnates, the remarkable growth of emerging countries is gaining a lot of attention. In these turbulent environment, it is not easy to map out direction for the future.
The Japan Science and Technology Agency (JST) has formulated an international strategy, following the national policies on science and technology diplomacy, to response promptly to internationalization of research and development. The basic objective is the promotion of stronger collaboration with Asian countries through the construction of mutually beneficial relations.
Below is an outline of SATREPS, which is a collaboration program of JST and Japan International Cooperation Agency (JICA) promoted under above international strategy.

2. Science and Technology Research Partnership for Sustainable Development (SATREPS)

(1) Outline of SATREPS

The aim of SATREPS is to solve issues on a global scale and to achieve results that could contribute to the development of science and technology, promoting international joint research in fields set out by the Ministry of Education, Culture, Sports, Science and Technology (MEXT), in collaboration with Official Development Assistance (ODA). It also aims to contribute to the capacity building in developing countries that enable them to solve problems by themselves, including human resource development. Since its inception in FY2008, a total of 60 projects (including provisionally selected ones for FY2011) have been implemented.
Figure 1 shows the project system for SATREPS. Projects are implemented under the collaboration with JST and JICA, in cooperation with MEXT and the Ministry of Foreign Affairs(MOFA). To apply this program, researchers in ODA recipient countries submit requests for technical cooperation projects to MOFA through the relevant ministries in charge of ODA. Simultaneously Japanese researchers submit proposals (applications) to JST. JST review/select the proposals in collaboration with JICA. After this, through the ex-ante evaluation by JICA, signature on Record of Discussion (R/D) and Cooperative Research Agreement (MOU), the international joint research will be authorized to official start.

Table 1 shows the number of projects selected by research area, and breakdowns by region, and fiscal year when they were selected. Among the total of 60, more than half were joint research with Asian countries. Those in the field of natural disaster account for about 20%.





2) SATREPS' Natural Disaster Prevention Field
In this joint research program, Japan's experiences, as an advanced country in the field of natural disaster prevention, will be customized/adapted to local conditions to utilize in various countries. By this research, we could not only contribute to the disaster prevention of the counterpart country, but also aim to acquire new knowledge/findings in science and technology as well.
Research targets include natural disasters (earthquakes, tsunami, volcanic eruptions, etc.), and urban disasters (fires, floods, etc.) etc.. Research themes include determining disaster mechanisms, the collection/utilization of disaster information, the development of damage mitigation methods, etc.
Table 2 shows projects that have been selected so far. Among ASEAN + 6 countries, there has been joint research with Indonesia, Malaysia, the Philippines, Vietnam and India, accounting for nearly half of all the natural disaster prevention projects in the world.





3. Conclusion
SATREPS will continue to actively promote joint research with the support of ODA recipient countries in the world including Asian countries, And, we have recently started a new registration-based community site(SNS) called "Friends of SATREPS". It provide a forum where researchers, students, corporation employees, and NGO members, as well as a wide range of people who are interested in science and technology from around the world, can freely gather and mix together, with the aim of promoting collaboration between those who appreciate/cooperate with SATREPS. We look forward to your participation and support.
